That would annoy me. I turn my WiFi off when I am at work because I want to avoid the notices of "Hey! Did you know you can connect to WiFi here?!" if I am at a place where I don't know the WiFi password, or a place I won't be at long enough to bother using WiFi, I feel I should be able to turn off WiFi anyways.
