It's actually one of the very few Miyazaki films I haven't seen to my regret, so I have no argument for or against.

It is, however, unrelated to Castle in the Sky.

There was a small amount of relation to it through the fact that the ancient kingdom is called "Laputa," which is one of the places Gulliver travels to. But that's about it.

It actually is ambiguous (for fan art anyway), both in how the relevant copyright laws are phrased as well as in how they're enforced.

It's sketchy legally, sure, but that doesn't mean it isn't common practice and one that almost never actually runs into trouble. For whatever odd reason, copyright lawyers only vary rarely pursue cease-and-desist claims against fan art, even when it's sold. At least in my experience.

Fan art is really ambiguous copyright wise, unlike fan fiction. I've seen a lot of fan art on sale. I'm not sure why it is, but it does generally seem to get an easier pass.

It's in the cover image, though I do find it a bit strange that it's not listed separately like the other ones.

There's a popular fan theory that Chell's actually Cave and Caroline's daughter. I have no idea if it's true or not, but I think that's what Lizardo was referring to.
