I do this. Each gear in my car has kind of a resonant frequency so to speak. If I want to go 40 comfortably, 5th gear is my friend. The engine isn’t bogging down the car but it’s also not really coasting all that quick when I’m going down hill. Different gears at different speeds have a similar effect.

I agree with everything you have to say. It’s ridiculous that here in Ohio (Cuyahoga county) we are required to have emmissions inspections but I could literally pass the inspection and legally drive my car on the road without brakes or tires.
