The “Enable Reader Mode Toolbar Icon” option won’t appear on Chrome on my Samsung S3.

I run Skype on my Chromebook without getting full Linux (there are YouTube tutorials about it). But let´s say, apart from Skype, could I have Windows programms for example? What is having Linux in your Chromebook so amazing about? I´d like to know that.
