The people working there that day need to be fired. The procedures need to be checked — HOW did they fail the way they did? That's a minimum. Honestly, this NEVER happened at the day care I worked at. Never. Not once. They weren't perfect — there was one major problem that I solved...but no kid was ever left.

I worked in day care. Any decent day care has procedures in place to make sure that doesn't happen. A nice chart on the chalkboard or whiteboard with all the kids' names in a grid. The parents sign check-out, with time, when they take the kid home and you put your initials and a nice X there, too. Everyone can see
