Read the article again. The game was downloaded to another console that it wasn't purchased on by an account that was signed in as a guest.

Except it's not even close to always-online DRM if you actually purchased the game on that account.
People, as per usual with the Xbox One, are making a much bigger deal of this than it actually is.

couldnt they solve this by just having each console set to primary console for the purchasing gamertag before the tournament starts? Seems like the organizers' oversight is being passed onto the devs.

The only one of these systems I got at launch was the Dreamcast. Its also the last console I was really into. After it died out the magic kind of went away, I did buy a PS2 and I own a PS3 but I've never really quite had the same emotional investment in a console.
