"Sexism" is merely a discrimination based upon gender. If something is discriminatory, even ignorantly so lacking malice or overt oppression, it is sexist. Just as someone can be ignorant and racist, someone can be sexist and not hold any personal animosity towards those of another gender.

I think Japanese developers these days aren't doing "cosplay" design right.
