This is where I’m at. They’re great motors, but were abused to hell and are now pretty rare. When you find one with less than 20k on it, you can assume it’s spent most of its life on one wheel with original oil in it.

We’re talking about a 20-30 year old sport bike motor. Yes, it absolutely needs to be rebuilt after unbolting it from the frame. Plus, if they’re targeting a “learning experience”, an oil cooled bike with out of spec valves, shitty charging system and out of sync carbs is going to be a nightmare.

I’ve lived in MA, OR and CA and all have some sort of inspection process. MA has safety (like you describe, where you take it to some garage and they check lights, broken glass, too much rust, worn ball joints, etc. and they also do emissions). OR and CA only do emissions.
