I agree that would never happen. There's no Verizon or AT&T versions. They're all the same phone on different networks. Like my Verizon phone can go abroad and use the GSM networks there since CDMA is rare.
I'm thinking the most plausible explanation is that this isn't the next iPhone's battery, but a modified 4s battery. Apple tweaks internals regularly.
