Unless its a “new beetle” where you need to take the front fender/bumper combo piece to take out a foot long headlight tube. Same process to change a light bulb. There are a few that are almost as bad from Mercedes and Toyota but they are nowhere near as bad as that.

Adding clear coat as a final step is the way to go. Also - if it is possible - remove the headlights from the car so you don’t have worry about damaging the car’s paint in any way.
