These are lift bridges and if they expand too much they are stuck closed. Since it also gets more than 100 degrees colder than this on a regular basis, they have to account for shrinkage as well when designing the tolerances.

This is almost certainly the correct answer.  If the bridge expanded a few inches it wouldn’t matter to boats passing underneath, but it absolutely would prevent it from opening...
