In 3 and NV, Solar Powered regenerates lost health instead of radiation, so he considers that cheating. He doesn’t consider anything that raises max HP to be cheating though (Buffout is considered off-limits as it raises the current HP over the max rather than increasing the max).

Health regen and rad removal are out but he did take Life Giver which gives him permanent + to max HP.
