If you can find zero commission Pai Gow Poker (Boulder Station in Vegas has it) and don't play any side bets, it's damn near even money. In the very slim chance of a tie and a loss (you play two hands) you would lose, so the percentage of that is tiny.

It can be two things.

So paying to ride the public transportation in New York would be gambling. There is some luck involved with arriving - especially on time.

There should be a good definition of gambling though. There are professional poker players who make a living based on their skills. But there will never be professional slot players because there is no skill involved. There are professional sports bettors out there as well who come out ahead based on their skills.

Unfortunately in the land of the free we can't smoke certain plants, we can't hire people to touch our wangs and we can't wager on the outcomes of certain future events.

Long term it's a game of skill like poker. Short term it's luck. The most skillful at it will come out ahead. Granted, it's only relatively small number of people who probably work harder at it than a regular job.

I'm talking as a percentage of money taken in versus paid out. Not jackpot amounts.

But despite the lower payouts and much worse odds, the state lottery is okay.
