In CA, you have to carry those PTO hours because when someone quits, you have to pay them out so they are definitely a liability. They cleared out thousands of hours before 12/31 so I imagine that they entered the new year a little lighter.

Similar case here.  My management wants the client to feel the squeeze.  If they want more work, then they can augment the contract.  

Our company WANTS us to use PTO. They don’t want to carry it on their books. One year the agency I worked for forced us to take 3 PTO days between Christmas and New Years Day so they could pull all of those hours off of their books.
