I agree a film doesn't have to actually show concentration camps to be a Holocaust film, and Anne Frank is an excellent example of that.

The main character is Jewish and working undercover for the resistance in Nazi occupied Holland but, apart from a scene at the start where Jewish refugees are murdered, it isn't really about the Holocaust other than as a generalised threat for the main character if discovered.

Yes, it's not brimming with new stuff like the new Angel or filled with major reveals like Buffy Season 8. But it's more Firefly - a show which, even on a bad day, is great. It's also fairly obvious that this was setting the scene for something else, not just a typical heist.
