Agreed. They are only remotely the same if your version of same is “simple white dress with sleeves” but the neck doesn’t match (Elizabeth’s looks more off-the-shoulder than boatneck) and the cut of skirt isn’t even similar at all (Meghan’s is basically a loose mermaid and the other is straight up princess).
The wickstead version of the dress has pleats and makes the models boobs look dumpy so I’d say not the same dress. Also I feel like maybe I’m the only one left in the world who doesn’t think an item of clothes has to be skin tight to fit well. That dress looked great on the MM and fabric is allowed to move in my world.

I loved both the dresses! The first was so elegant. Perfect for the situation-I love that it read “understated, confident, and classy” rather than “princess fantasy.” The second dress, while equally beautiful, would not have been appropriate for the ceremony but was dynamite for the reception.
