Writing something into the code of conduct was what I was thinking. If someone’s directly undermining the university’s attempt to make things safer, even if legally, I say they’re fine to expel. They could always exclude pledges from this and let them off with a warning, or just target ringleaders/organizers.

Nope, it’s not 100% full stop what that means. Someone can be against the mighty state apparatus snuffing out a completely powerless individual it holds (no matter how heinous), but be fine with someone doing the only thing they could to escape a life-threatening situation.
