I’d clarify your observation by noting that the “extent” of gun registration nationwide is that all dealers selling new firearms into the market must process a background check for the transaction - and the serial #’s for all the guns are recorded on the ATF Form 4473 the purchaser filled out... i.e. the manufacturer

Pawn Shops that deal in firearms have FFL’s... so, no more or less reputable than any other gun retailer in that regard...

It is “registered” at point-of-purchase - at least at the 1st retail sale. Manufacturers have a record of the dealer to whom it was sold, and that deal has the ATF Form 4473 the purchaser filled out when they had their background check run.... sooo... this is already in place...
