I’ll take a swing at it - most H1-B visa staff that I’ve dealt with aren’t even as close to being on par as the laid off people they frequently replace, or that could be hired if the company wasn’t forcing H1-B’s down your throat.

Actually it’s more like the companies are started by domestic workers, then when the investors get in there, they hire H1-B visa staff sight unseen because it’s cheaper, not better (usually not even as good).
