I think they're saying that they have their own power source, ex. solar panels mounted on the raised platforms, and that they don't use all that power.

The actual car is smaller than it looks, and the car may actually need a considerable amount of that grill space for cooling and the radiator. It's quite a nice change for a market that generally has tiny or no grills. Plus, the Focus is considered huge in size in India.
