It’s an established point in DS9 that Starfleet crews getting paid isn’t the norm - and that the crew on DS9 (who admittedly have some UNUSUAL hazards-of-the-job) explicitly get a paycheck for the purpose of things like doing business with Quark in keeping with Ferengi ideals.
