I've worked with Taiwan and India. The suppliers would occasionally substitute materials as needed. They would never seek permission, but later claim they couldn't get the exact specified material and found an equal. The fact is they'll always promise the world, get the order, and maybe you'll get what you want.

In general, this is true, but at least for some companies, you have to monitor them so closely that the cost savings is eaten up in the extra cost incurred by more regerous quality inspections.

I have a friend who had a business importing parts from China. He once gave me great insight into the "cheap Chinese knockoff parts" phenomenon that so many folks bitch about. In the vast, vast majority of cases, it is not the fault of the Chinese supplier but rather the buyer is to blame.
