This is supposed to specifically be about people who have spoken up. They’re literally called “silence breakers.”

What makes her more deserving? Not a whole lot.

There could be multiple factors that actually precluded her inclusion on the cover. Even something as simple as scheduling conflicts could be the reason. She could have declined a request to appear / be interviewed for any number of reasons.

Again, Taylor Swift controversially supported Kesha and shouts her out in the interview, repeatedly.
