I’ve lived in the Portland Metro area for nearly 50 years and i’ve never ever heard anyone refer to San Francisco as part of the Northwest. Central and Northern California may not feel like the Southwest but your in a large state that is attached to the Southwest. The Northwest includes Oregon, Washington and Idaho.
