First off - the car was driven by the NEIGHBOR. So that sucks. Leden wasn’t with a family member in the car. The other child was the neighbor’s son; that child survived. I suspect Leden was not in a seatbelt and shoulder harness.

Some” responsibility? He wasn’t being pursued because of a speeding violation, he was pursued because he was suspected DUI running from the cops. Yes, I know there are too many bad cops out there, but if you have kids in the car at 1am, maybe just stay stopped and not try to flee?
