Actually, the whole theory behind an EMP bomb wasn’t introduced until I think 1982 and since then it’s remained a theory. It’s never been tested for that purpose. A single nuke can’t create an EMP pulse strong or big enough to shut down a coastal power grid.

Technically it’s still 2017, so until Jan 1 comes along or whatever specific date in 2018 the rule is implemented, it isn’t required “now”.
