Neither will stop speeders from hurting other peoples. In fact, I think speeders and alcoholics should drive without seatbelts. If they heighten the risk for others, they should be as unprotected as possible themselves.
People who speed (or drive drunk etc.) should get all the annoyance that can be shoved their way. They all forget that the moment they’re out of their car, they too are pedestrians.
