"This season" is a funny thing to say, they were pretty dumb last season too. I feel you though, it's way too frustrating for me to watch them.

Now that could work. It's weird, it's not like shrinking powers are any less believable than super serum, or super speed, but just the look of it would not jibe with the show. I can't really describe why though, I think they'd have to strain really hard to sell it with a straight face.

I think, if they were going to bring him back, they should have gone all the way and made him the final bad guy. Bringing him back for just one episode was lame, and having some new guy come out of nowhere was even lamer. He's practically Chuck's archnemesis anyways.

Like Julio Diaz said, the Ted Kord rumor started because the character matched a casting call that went out. As we learned today, that casting call was actually for Ray Palmer. So it looks we're Kord-less for the near future.
Though at the time he was only the Human Torch.
