AFAIK, e-verify is pretty much just a way for employers to (easily) prove they’ve done due diligence to avoid suffering the legal ramifications. (They already have to prove they’ve done due diligence.) I doubt it would have done much to prevent farm owners from paying migrant workers under the table.
