I think they’re saying that it’s irrelevant whether the *suspects* are black. What matters is the suspects are inciting violence as retaliation for the deaths of black people. Now sure, most of those suspects are black, but they aren’t suspects *because* they are black. It’s their behavior/views that make ‘em suspect.
