I get your point, but would it really help the situation if all rapes were also prosecuted as hate crimes? For one thing, they require separate trials.

The real crime here* is the grammatical error of saying “Every rape is not a gender-motivated hate crime” when what the judge clearly meant is “Not every rape is a gender-motivated hate crime.”
