I read it as kind of sarcastic or jokey. Like, if you can't write a good female character, the odds of being able to understand that women are just people are slim. Just telling somebody who can't write a female character to write a cool female character like the women you know might not be helpful advice because

I'm familiar with her work and this is something she talks about frequently, in examining others' work but also her own (which, I should point out, is renowned as feminist writing).
