It’s not uncommon for a scrub to holla. In fact, scrubs tend to be the ones that holla the most publicy! Thus, holla’ing back can be viewed negatively, since you’re choosing to hang with a scrub.

To put it politely, a gentleman would “holla” at a lady, to indicate his romantic interest, and the lady, of she reciprocated that interest, would “holla back”.

That’s sort of my point, you can’t. That 2% is arrived to by considering all assaults, reported and unreported. When discussing false reports, you should only consider ones actually reported.
