Yes of course. Even with a very skilled translator unless you're fluent in the language being spoken you'll have an inferior experience. My view is that it's still better than a dubbed one.

Good point, it’s unfortunate that people who are visually impaired and or have issues processing written language will have more of a degraded experience than either native speakers or even people reading a good quality translation.

Unless the director can learn every language of the dub and then direct each different VO artist to act their correct emotions etc in each scene which is obviously impossible the the issue is the dub not the production.

Hence me saying you need you a great translation. But casting and directors pick actors because the convey sometbing they want that others can’t replicate. It's better to get the closest possible translation plus the emotional effect (and affect) from the cast than approximations.
