Normal progressive TV, DVD and Bluray signals are 60hz. That means you get a picture 60 times a second.

generally yes, you should try to do it on your tv, but too many tvs have very limited set of controls or controls that don't adjust far enough. for such situations do it in your videocard.

god dammit! i was talking about it in general terms! dell sells plenty of computers that have more than enough power to run win7home premium or ultimate yet i can buy them with home basic to save money.
When i'm buying a dell desktop with quad core i7 cpu and 12gigs of ram, and it comes with Home Basic, it's not to make that computer faster.
