According to Wikipedia, it is the case, yes.

It's because it's a regular Canadian TV show that'll be aired on TV here. Netflix only acquired the international rights for the rest of the world. That's why they can't put the show all at once for streaming (unless they wait until the series at completed it's run on Canada).

Was about to comment the same thing after reading this on the book's Wikipedia page:
"The review by The A.V. Club gave the novel an "A", calling it "the best urban fantasy in years, a sad dream of what it means to want something badly and never fully reach it."

Sadly not available on Netflix Canada… Wuthering Heights is one of my favourite novels, and I've been wanting to see this movie for a while now.
