You may be speaking the truth, but based on my experience your claims ring false. The rescue groups are primarily concerned with the pet’s safety and care. And the shelters are even less stringent. Again, your claims just sound very odd based on what it’s like here in the Bay Area.

As a former volunteer at my local animal shelter, I find your line of thinking a bit callous. Animals suffer largely due to human ineptitude or cruelty. Helping animals overcome such treatment is indeed an ethical and moral good. I stand by that.
