They are both wrong, but only one is to blame for the... (I almost called it an accident!) Intentional contact and the resulting damage. The Z is completely blameless for the driver of the Ram doing what he did. If the Z stopped in the middle of the road the Ram still isn’t justified to hit him. And my 5yo gets this.

Also what you linked says in OK you can’t go below the speed limit. I don’t think the Z was. Not that it matters in reality. In reality some people were almost killed for a transgression slighter than cutting in line.
