Code can be overwritten as a repair... It’s not like the code is going to suddenly not work... Like a transmission. Which while physical are REALLY hard to fix!

The STS engines weren’t wasted mass, the shuttle program was intended to research reusable gear. The engines would likely be in better shape if attached to the orbiter than jettisoned SRBs recovered after parachuting into salt water.
It is absolutely nothing like gun control, or what I suspect you mean, arms dealing. Toyota isn’t making something with the primary purpose as a weapon.

The wind energy industry has been villified for this based on a very few bad examples. There were issues with design and siting of a system in California, but that was an early mistake the industry learned from.
What you don’t know is that subverting the purpose of the regulations is also illegal.
There is the letter of the regulation, which as detailed above shows that defeating the test is a no-no, and the spirit of the law which is to protect from the dangerous effects of pollution.
