There are several departments who have decided not to chase at high speeds because of this very issue, and I absolutely can give police some of the blame for handling matters in a way that kills more people when there is a viable alternative out there.

If it's an unpaid internship, you aren't supposed to ask them to do basically anything a paid employee would do, or else you are violating labor laws. They can observe, they can take part in educational projects, but gopher stuff is a no-no.
