Guilt, like all emotions, exist regardless of logic. He knows that it wasn’t his fault, but the feelings remain. Similarly, I have an anxiety disorder which causes me to feel extreme anxiety even though I am fully aware that what is causing my anxiety is not worthy of such a response.
