As someone else (maybe more than one person) has already said, it depends on context. 9 p.m. is late for me to go out. (But I’ve also told me friends that 7:30 is too late for a virtual happy hour.) But if I’m still out at 9 p.m., it’s not really too late (depending on how long I’ve been out already).
