It's not fraud. You are allowed to buy drugs prescribed by your doctor. The pharmacy can choose what price to sell them for. The pharmacies aren't doing charity. If it makes you feel better don't say "I don't HAVE insurance", say "What would this cost if we don't run it through my insurance?"
Why? Because you're willing to pay out of pocket? Some people (me for many years) have a maximum drug benefit, so I often had to fill cheap scripts without insurance to make sure I had enough benefit if I got sick and needed an expensive drug.
