Well, it is easy if you are the actual owner of the car. My wife had to get a new title after the original was lost in a move (and a name change). But using a Bill of Sale to get a new title as a new owner is not easy task.

No title = parts car or race car. Otherwise, hard pass. Especially if it was last titled to the person the seller bought (or stole) it from.
