Actually, 'C' on documents typically stands for "Confidential" not "Classified". Classified docs will usually have an 'S' (Secret) or 'TS' (Top Secret).

I was shocked this show got a 2nd season. And I'm really glad it did, because the 2nd and 3rd seasons have been quite a bit better.
