My impression is that the NC facility is more focused on administration and big picture stuff; maybe some design work. UK facility is where everything is executed.

You go where the expertise is. Simple as that. Unfortunately the US does not take auto racing, and the developments that go with it, as seriously as some others. But maybe some of that will bleed over here. The US is finally taking road course racing, and what goes with it, more seriously again. So maybe?

Cool, yes, but incredibly unlikely. This is basically a Ferrari B-team that just happens to be backed by US-based Haas Automation. I’m sure the North Carolina office does something, but it’s largely for show.
I’m pretty sure that Ferrari’s engineers know more about motorsport-related fluid dynamics than NASA. It’s about people and their skill, not just facilities.
So what you’re telling me is that I shouldn’t even bother putting in an application to work there unless I’m willing to move to the UK.

This isn’t correct and the part that is (the chassis) isn’t relative to the aero question. The aero was done in the Ferrari windtunnel “in coordination with” aka by Ferrari.
They are in effect Ferrari’s second team and so are using Ferrari’s wind tunnel
Well, yes, the Banbury-Brackley-Silverstone axis is pretty much ground zero for international four-wheeled motorsport. Most of the F1 teams are in the area and even the outliers (like McLaren) are only a hour-or-so’s drive away. The big WRC and sportscar teams operate there, too, and they all swap their staff around…
I’d be concerned if they weren’t based in the UK. You pretty much have to be in order to be competitive.

I watched this a few times when I first saw it on reddit... I think the driver would have been fine if he’d just let off the gas and taken the curve. No need to brake like a maniac.
