I think calling it cheating is a bit heavy handed. Wandering aimlessly without a way to track down pokemon (when it was clearly intended when the app was released), is no way to play the game. I think if their app wasn’t so broken, alot less players would have even bothered to look for other ways to find pokemon.

If their app actually worked like it was supposed to, I don’t think anybody would have really flocked to the pokevision thing in any great numbers.
