Correct, there are a lot of people who cannot root or do not want to root and this gives them the ability to disable/block most of the items they do not want running any longer without root.

You are extremely limited to what you can disable / block. Also, you only see a partial listing of all the apk’s installed. There are a lot of apk’s installed and running you do not even see in the app drawer.
