To be clear, I’m not saying environmental protection laws are bad — they’re just not aligned with the what’s needed to make all of those EV transition goals a reality, while at the same time adhering to the government goals of reduced dependence on China.

Exactly. Look at Kia. They sell a crap ton of 21 mpg Tellurides for every EV they sell. If there was an incentive on hybrids then maybe more people would pick a 35 mpg Highlander Hybrid instead. Or at least enough for Kia to consider making a Hybrid Telluride.
