Don’t blame millenials for employers’ decisions. They negotiated a salary and accepted a job offer. If employers want to pay new hires a lot and screw existing employees on raises, that’s generally out of the new hire’s control.

A safety at 2 or 3 would get the 11th-most money per year and 7th-most guaranteed money of any safety in the NFL. Not saying that’s a dealbreaker, it just removes one of the advantages of rookie contracts, which is a few years of low-cost performance.
